Alright let's get this out of the way first: Ikkaku is first and foremost a member of the Zaraki Division, and he embodies those values down to a T. They've got a lot of philosophical unspoken rules-- physical melee combat is the best kind; fights should be conducted one-on-one; you never embarrass your divisionmate by intruding on his battle; when you fight someone, give 'em your name (and get theirs); don't throw your life away for someone who wouldn't do the same for you; the weak don't survive and the strong have earned the right to do what they want. Basically, it's a shark tank full of meatheads, and Ikkaku's third-from-the-top of the chain.
He's generally pretty friendly and mellow-- likes to drink, likes to fight, likes to party, likes hanging out with his obnoxious, trash-talking divisionmates and he'd be completely at home in any sort of testosterone-laden competitive environment. He's supremely self-confident, often bantering with his opponent, even while he's getting trashed. When he's fighting, he gets a lot more enthusiastic-- it's the only time he's enjoying himself completely. Mostly because if he dies, then he dies. If he lives, then he's lucky enough to fight another day-- simple as that. Ikkaku doesn't hold grudges but he doesn't surrender, ever. Given a fight, he'll keep going until he's won, dead or unconscious.
At first glance, he's got a simple and straightforward personality. Ikkaku's a loudmouthed punk, especially around his friends, is aggressive and confrontational when provoked and this man loves his fights. But he's as rife with contradiction as the rest of his divisionmates. Ikkaku's a responsible and competent soldier and leader (most of the time), and occasionally also takes on the role of big-brother mentor to guys who like to fight-- like Renji. With his division, he takes a fairly hands-on approach, beating his men black and blue personally (it's called tough love) to make them stronger.
Which isn't to say that he's particularly responsible when it comes to job obligations and himself-- he isn't. Ikkaku's out to have fun, often dragging out important battles to milk it for all it's worth. He acts like a bundle of impulses who throws himself blindly into things, but he's actually a practical and strategic fighter-- it's just that his strategies are more focused on making things interesting than achieving a swift and brutal victory. In summary, he'll take his responsibilities to his captain and his division and other people seriously, but not to himself. There's a major exception to this rule though.
He's hiding his ability to use bankai, and he'll keep it under wraps at any cost, including defeat and potential death in the line of duty. He'll sure as hell try his best without using bankai when other people are watching, but his losses have all been directly as a result of his refusing to use his full power. In that vein, this guy's also sort of got a deathwish. He's already planned it out and everything-- Ikkaku's going to fight and die under Zaraki Kenpachi's command, and that's it. He's fiercely, feverishly devoted to his captain-- sure he's got a couple of close friends who he is generally concerned about, but in the long run, he's already decided the path his life is going to take and nothing will sway him off of it.

While he has the ability to take a higher rank, he'd rather do work out of the spotlight, and he doesn't actually care whether or not he gets credit or recognition for it. He likes hovering in that space above average but just below extraordinary-- doubly so because Kenpachi takes his role as captain seriously, usually acquiescing to his and Yumichika's requests. Similarly, anyone who expects him to be a judgmental prick (as his division dictates) is in for a surprise-- he's had so many years of having his expectations borked that Ikkaku generally doesn't "judge books by their covers." See Yumichika and Yachiru as major causes for his fairly egalitarian outlook.
Sure he'll JUDGE SOMEONE-- but on the basis of what he's seen of their actions rather than what they look like. He's become a pretty perceptive guy, though, and once he's made a decision about someone, it won't be easy to sway him off of it-- he's usually right. He also doesn't like to be wrong-- specifically not speaking up when he had a weird feeling about some SUPERSTRONG hollows arriving without any outright confirmation. He won't speak up unless he's sure he's right-- the exception to this rule being Yumichika, who he'll bounce any weird ideas off of anytime.
Above all, he thrives on his ability to adapt. He can use close-range weapons like his fists and swords with a decent amount of skill (making up with brute force what he might lack in technique), mid-range weapons like spears and jointed staves/spears (this time with very good technique), and long range weapons like his Bankai, which can stretch a fair amount on its chain.

Ikkaku's main selling points, once you strip away all his supernatural abilities, are his experience and flexibility. He thinks quickly on his feet, and is able to adjust his plans and strategies on the fly. He sets up patterns and openings just so he can exploit his opponent when they try exploiting what looks like a weak spot, and he is
capable of some pretty roundabout ways of thinking and fighting. He's also got some dirty tricks up his sleeves to gain the upper hand on people, but he prefers all-out matches of strength. Experience makes him observant and analytical-- when facing off against an opponent, he can pick out their strengths and weaknesses, and he's got a great eye for spotting potential.
Other abilities include being pretty handy with tools! Yachiru's sword has little wheels attached to the scabbard so the bottom doesn't drag-- thats Ikkaku's handiwork. He's also ambidextrous, switching his sword between hands while he fights is a key component of one of his strategies.
Character Weaknesses you would like to expand on further:
Ikkaku's a complete loner when it comes to fighting (see this and this). He hates it when other people butt into his fights, and he actively handicaps himself to fight at the same level of his opponent (more frequently below their level until the situation gets dire). He's not so great at compromise-- would rather not fight at all than fight two-on-one even when it's his best and oldest friend in the world in danger of dying (especially if it's Yumichika), but he's not bad at finding loopholes around his own rules, either (see this, where the enemy sprouted 8 tentacles).
So uh basically-- he probably won't cooperate with a meister and would insist on fighting by himself unless he absolutely has to completely turn fully weapon-form. Soul resonance would be fine (loophole!), but he'd have serious problems with being wielded unless it was a last resort and people other than himself were in danger and even then he'd be hesitant because he's a stubborn asshole.

His endurance and strength will be reduced from its original levels, he'll also lose everything related to being a shinigami. Reiatsu control, flash-step, etc. He'll also lose his sword and the shikai/spear form.

Mostly because Ikkaku's an offensive powerhouse. Aside from that, he has the combat experience to contribute to strategy, as well as the sort of temperament that's well-suited to training people up to a certain base level of skill/physical fitness. HE'S A GOOD DRILL SERGEANT. He's also good to wield other weapons in a pinch-- aside from firearms, he can use (and most likely has used) pretty much anything people have used to cause damage, blunt and sharp and otherwise.

Why is your character a Weapon and not a Meister?
His entire division's philosophy is based around offensive combat, relying on individuals to fight for themselves. He sometimes takes that to even more of an extreme, so literally becoming a weapon would be a fun and interesting new experience for him. He also likes to get up close and personal with his opponents, and has no problem discarding his weapon to fight hand-to-hand when it breaks-- how better to do that than to be the weapon? He wouldn't do well as a meister, either-- Hoozukimaru's the kind of weapon that is a-okay with being dropped halfway through because he's lazy as hell and Ikkaku just-- would not treat a weapon partner very well.
What is your character’s Weapon Form? Why?
He takes the form of three enormous blades on a heavy chain. It's tough to describe, so here's some visual aid. In canon, it's the highest level of ability that a soul cutter can reach, and it's also the ability he's trying to hide. In partial transformation,he can warp a forearm into one of the end blades. If asked, he'd tell anyone from his world that he's never seen it before "but it does look pretty cool".

Ikkaku's ability is pretty straightforward. His central blade has a crest of a dragon carved in and if he's in full-weapon form, it'll be visible. The amount it's filled grows over the course of a fight-- the higher his resonance with a meister, the faster it'll go, so it's a pretty good indication of SR level. His soul wavelength gets a boost proportional to the amount the crest has been filled. His ability doesn't grant him any new powers, but instead enhances the benefits of basic soul resonance.
By himself, the blade will be about as heavy as it looks and extremely cumbersome (but still possible) to use. With soul resonance, it'll be lighter, to the extent that someone who doesn't have the same strength as a bodybuilder could wield it, and he'd have a much easier time of it.
At 100% soul resonance, the crest on his center blade (if it's visible) will be completely filled with red ink as soon as the SR begins and his & meister's strength receives a major boost-- enough that his blades will also feel light enough to maneuver with ease, whether he's fighting or a partnered meister is.
